They do! They're based on Western naval uniforms.

Most public and private high schools and junior highs in Japan require students to wear a uniform, but it's a bit more plain than what you see in anime. The color scheme is more conservative, for one. They do, but most of them ive seen havent been quiet as short as say kagome's is. My friend who came from japan as an exchange student showed me pictures of her in her school uniform and hers went down to her kness. ^.^ I think they are really cute haha
