I will be in Japan for 10 months coming up in March, and I was interested in possibly getting my cosmetologist liscence while I am there. I tried googling it and searching through the answers here, but I can't seem to find a cosmetology school anywhere. I am going to be living in Osaka if that makes any difference.

Because that's the only way they're going to be teaching the classes. You're going to be here for 10 months, what type of Visa do you have? Because you're not allowed to do certain things depending on that. And are you even sure that a Japanese cosmetology license will transfer back to your home country? Many foreign licenses do not transfer to Japan.
